Sipadan is described as one of the top dive sites in the world, with a myriad of reefs amid crystal clear blue water. It lies within Sipadan Island Park and is closed to diving in December. A permit is required to dive at Sipadan, with a daily quota, a Conservation Fee of RM 100 per person for international visitors, and a Scuba Diving Fee of RM 350 per person for international visitors. Green turtles, hawksbill turtles, bumphead parrotfish and schooling fish are resident. Manta rays, rays, scalloped hammerhead sharks and whale sharks are occasionally seen, and orcas are rare.
